By law, stewards can only stop you putting flags up for 3 reasons.

1) If it is blocking someones view
2) If it is covering advertising
3) If it is covering seats that have already been sold.

As for fire saftey, aslong as its not blocking a fire escape route or a fire exit sign you can put them up.
