It's (very) simple, don't park anywhere you shouldn't.
If you know you shouldn't park there but do because you don't think you'll caught...well can't complain when you get caught, so not particulary harsh.

Our road is residential only on match days. The council go to great lengths to make us renew our parking permits every year yet we have never had a traffic warden down despite the road being full of non-permit cars every game! (Not going say which road though!

Tough. Don't park where you shouldn't. It's not as if there aren't free places to park in Warrington on a Sunday.
