My understanding is this:
Carney is not welcome at Cas, particularly the playing squad who have cut all ties with him en masse.
This issue has come at a time when most SL clubs are unable to accommodate him in the salary cap (without using the marquee player rule) or due to the fact they have already signed their quote of non-federation trained players for 2016.
Salford are able to accommodate him, but Carney rejected a permanent move. He has agreed to join on loan on the basis that the clubs who couldn't accommodate him for 2016 will be able to the following season. Salford see this as an opportunity to sign a very good player for 2016.
I expect him to be signed early in 2016 by a club for 2017, a la Scott Taylor.
Decent solution for Cas, given the timing of the issue.
Decent player for Salford for 2016.
Carney gets to move to a better club in 2017 if he chooses to.
