| Why have the clause in the first place?
No I can see exactly why the Doc has done this, he is a world class player and any team is strengthened when he plays (and stays on the pitch) by signing him, stopping him playing against us is sound business sense.

And, even if he had signed for Bury Broncos, I'd still expect that clause to be used.

But is it a contract or an agreement, agreements aren’t legally binding, I could have an agreement even in writing that I’m willing to purchase your house but can back out at any point up until the contracts are signed, like wise you with me and legally there’s naff all either of us could do.
