I think there was two reasons. Firstly the RFL were holding a gun to the clubs head re the SL licence criteria and secondly many supporters were growing increasingly impatient (myself included) that the new stadium would never happen after over 10 years talk. I think it's fair to say there was a negative apathy surrounding the club with many people thinking it would never happen. Furthermore I believe the club was guided by a detailed (several hundred page report), carried out by so-called experts in this field, stating that attendances would increase by several thousand in a new stadium offering better facilities. How wrong was this?
