Both Salford and Catalans had bids accepted by Bradford. It was the player's decision to go to Catalans because he wanted to join a top four club.
The fact that Salford made a bid shows that Marwan/the club are willing to pay a transfer fee. The alternative - that, had Elliott Whitehead decided to join Salford, Marwan would have then have said "actually, no, I'm not paying a transfer fee" - is a bit ridiculous, don't you think?
