I really don’t think lack of work in the community is an issue, it’s something the club has been working hard at for several years. I agree on the marketing but for it to be really effective you need a decent winning team and a few superstar players to market?
For instance if your team Leigh had a marketing budget of 500K a year just how many more people would turn up regularly to watch them without any investment in the team? My guess is not that many. For marketing to be a effective you have to offer a product that people want and a bottom 3 club every year that lose 2 out of every 3 games obviously doesn’t appeal to the general Salford public at £20 a game.
