Ah, so scraping the top soil before the licences were given out was a bit of a con then? No need for it to be done, other than to make it look like something was going on................
Now if the money isn't in place and there's no design or contractor are we seeing yet another con job? What is being done and where's the evidence it actually is going ahead?
