Ive said this on the thread about referees, Graham is ridiculous for it.
RL must have become the only contact sport where the attackers job is to get to the floor and and the 'tacklers' job is to keep them off it.
I wouldnt put such a rule in place though, id just call surrender a lot bleeding more

| If you can start the play without a P.O.B, I think you should be able to, If you make a blistering run, and someone tackles you, I hate it when they have to wait for a line to be formed - if you can get up, you should be able to tap and run with it.

Clear try scoring. None of this grazed with a little finger, it has gotta be hand on ball and
Held up over the line. quicker tackles over the line. It is stupid when big fat players can just wriggle about for a minute while they try and get ther ball down. It is supposed to be when movement stops, but this is really followed. I would prefer stricter held rules than in the field of play.

| To overcome the 4 man tackle slowing down the play the ball, why not give the defensive team the same amount of time to roll off whether they have 4 men or 1 men in the tackle. Its mental that we effectively penalise a man for making a good tackle on his own and reward the case where 4 are needed with this 1 or 2 second each to roll off fiddle.

| This is an easy one to solve, all the ref's need to do is count the tackle time, if the defenders are still involved after say a count of three then penalty. Of course you could have sly attackers trying to hold them on to gain a penalty, but to counter this get rid of the one-on-one only stripping rule so the attacker has to have greater ball security and can't really worry about conning the ref.
