Given the circumstances, I would say it would seem logical to promote the team that finished 9th in the Championship rather than the team that finished 3rd or 4th in C1.

Yes, but there may have been issues changing the structure of each league (albeit, slightly). Clubs have set season ticket prices under the assumption that C1 will have 10 teams and 11 teams in the Championship. Normally, changing the number of teams in a league would be announced a year in advance, rather than in the close season.

Only because the bottom team (Oldham) had already folded. Under all other circumstances a relegated team was reprieved first (i.e. Huddersfield staying up when the NFP winners failed to meet criteria rather than runners-up getting promoted)
