Very strange comments there, very strange.
There doesnt seem too much doubt that they broke the rules and there is nothing wrong with that news becoming public.
Faire enough, if they hadn't done anything wrong then, it's a non story and the world would have just continued turning.
Should someone in Elstone's position not be impartial and wait for any appeal to be lodged before passing comment.
Something along the lines of "we will follow the laid down procedures and if Wigan appeal the ruling then we will consider their case further".
He is effectively telling us that they have done no wrong. Perhaps he already knows the outcome of the appeal, even though there hasn't been on lodged yet.
Sounds like the Wigan legal team will be running rings around the sport, AGAIN.
We could cancel the appeal and give them extra points for having dared to inconvenience them

If this were going to trial, Elstone would have just jeopardised the whole thing and very likely be found in contempt.
It's quite unbelievable for someone in his position to say such things.
Is he really in charge or are Lenagan and Mcmanus truly the puppet masters of our sport ?

And he can ask those questions in private. Coming out and saying them in his position is poor and this along with the press conference he called with Lenegan, Moran and McManus at his side just makes him look like a puppet.

No, he said that it shouldn't have been made public until after their appeal, which hasn't even been lodged
As for timing, these things usually come to light just before the start of the new season. Maybe this shouldn't be the case with the "live cap" but, there we have it.

St Helens breached the salary cap in 2006 by 0.8% and were fined.

The punishment handed out takes into account all aspects of each case (including co-operation with the investigation, admission of guilt, previous offences, effect on the competition, degree of fault - intention to cheat, lack of remorse) and can range from a caution, a fine, deduction of (up to 20) points, restriction on registering new players to being thrown out of a competition (club) or a suspension from the sport (individual).
I think it's fair to say that Wigan won't have got many pluses in their favour on aggravating factors.
