| Passports and nationality have noting to do with it. That system was abandoned after certain clubs took the proverbial urine with Kolpak signings and Aussies who had great, great ancestors that they could use as a ticket to an EU passport.
IIRC, he has to have been registered with a UK club for three consecutive years between the ages of 16 and 21 to be considered a "federation trained" player. The fact he has a UK passport doesn't come into it.

There are extenuating circumstances though IIRC.
