If the gap between SL and the championship was made smaller then it could happen but it has been the RFLs intention over the years to let the gap increase so it has made it nearly impossible. SL can sustain it's self at the moment without the expansion clubs. It's the championships that need all the help. When the Championships have gone to the wall that will be the ultimate mistake that these tools will have made and SLs demise will rapidly follow.
