I think the should have a second tier cup running alongside the main world cup for emerging nations they could play curtain raisers for the main games it just gets them involved instead of the odd one off games they play

Name me the last 4 at the next RWC...each group from A to D has three teams capable of winning..the quarters are hard to predict, the semis even harder........Union is a long way away from being perfect, but it is at least interesting.
