Watching it again on Sky I would have said that Parker's right hand was coming up to try and ensure pressure on the ball, to stop Long from off-loading. If you watch it at full speed there is very little chance that it was intentional. It happened in a split-second. Super-slow motion can be deceptive and I'll be very surprised if any other decision was made.
