Erm, yes. I think that would be - and is - a consideration. Well done.

Will aliens ever make contact with Earth? Will we ever fully prove or disprove the existence of a deity? Will Piers Morgan ever show even the slightest bit of decent human quality? All questions with as much relevance. All you can do with these things is try them. If an expanded WCC is brought in then the rugby league supporter base in both countries should get behind it. If it's still seen as an apparent failure, then you look at it again. Nothing ventured, nothing gained.
I'm starting to thing RL fans in Aus share the same negative opinion of the sport as over here. I'm hoping that views such as your own are a minority view and most would be willing to give it a try.

What has the English Game done to promote itself in Australia?
What has the English or GB team done in the last 40 years to make Australians feel that they should appreciate the English game?
What Australians have seen is English Clubs import mainly second class or older players on big money as an easy fix.
Australians appear to have looked inward due to the lack of competition from other Nations and they put SOO as the best game in town.
Is it their fault they think that way? Are we looking for some sort of sympathy from them? as we have not been competitive but we will be one day scenario?
The NRL will pump on regardless of Internationals or anything else, It will become Oz the Kiwis and the Islanders.
England need to lift their game, NZ has blossomed with their players in the NRL World Cup Holders and all.
France is England's version of Australia's NZ how is that? how many French players in the SL? France came second last or last in the last World Cup, they are worse than ever.
Its all the Aussies fault ...........again

| I think I counted over 70 games attended by approx 1/2 million people from that list, I'm sure nobody would suggest expanding it to include so many teams.
