No , the lack of answers suggested to me that they ' might ' be , as running a successful community dept costs a lot of money to set up initially , money that some clubs might not have access to , if those clubs were to be given access to this money , would clubs that have already spent their own money setting up a CD , be able to access a similar sum of money for other things

Seems fairly straightforward to me

did you know it was the RFL who denied the people of Leigh of having a railway station? it will be a future requirement of Championship franchising you see, and the devious RFL orchestrated low demand throughout the 1950s and 1960s leading to abandonment of the line (and station) in 1969. it was a level of strategic foresight that some of us have only associated with RFL over recent years but as part of the ultimate 'grand plan' they've been trying to keep Leigh out of the top division since 1895.

Seems like providing sufficient funding to get all championship clubs set up with a decent community dept is a good thing, no?

The only way we will get viable additional clubs into a league that (even before any planned expansion) will potentially include trips to Workington, Whitehaven, London & Gateshead is to make funding for travel available. So that seems a good plan. I speculate that if Toulouse were to revert to the LER next year, that could free up quite a bit of travel money for some amateur clubs to step up in 2012.

Main downside is that for teams on the fringe of the two comps - maybe Whitehaven or Dewsbury, for example, there's a big difference between playing mostly northern teams in front of 1000-3000 fans and playing in a league where 500 is a good crowd, with a lot more travelling. And maybe Oldham dominating championship 1 for years without being allowed up due to unsuitable ground.
