Let's look for the logic...
NRL should add another club in NSW (where 10 of the 16 clubs are from) and QLD (where 3 of the remaining 6 are from). They should not add expansion clubs in WA (where there are no clubs) or NZ (where there is only 1) as they are not ready yet, despite only having 3 clubs outside QLD and NSW (and ACT is pretty much NSW anyway, so 2).
Then...
SL should only add expansion clubs, despite already having 3 (as you consider Catalans expansion). They must reduce Yorkshire clubs, despite having less Yorkshire clubs in SL than NSW clubs in NRL). And Cumbria would not be expansion, despite no SL clubs being there.
7/14 Yorkshire teams (too many) vs 10/16 NSW teams (not enough)
3/14 non-northern regions teams (need more) vs 2/16 non-eastern states teams (too early)
0 Cumbrian teams (heartlands) vs 0 Central Coast teams (expansion)
Your argument is the equivilant of a sieve, i.e. many holes.
Now, could somebody kindly copy and paste my post and repost it themselves (no reference to me) and see if dally replies to it. Although he won't because he can't argue a point.

Let's put things in perspective. Wakey and Salford have run down stadiums but they do at least have a stadium, Leigh has a wonderfully rectangular one.
Crusaders not only don't own a stadium, they don't even know where they will be playing their games which are only a few months away.
That's a whole new order of disappointment.

It's not if it is "when".
Toulouse are the Widnes of French rugby; twice passed over (somewhat unfairly) for SL. Once to Catalans (although tbf that seems to have worked out) and once to Crusaders* (which seemingly has not). I might be wrong but they may well have bidded for the slot given to PSG as well.
*I don't think 2009 was the right time for them but most people seemed to think that if you followed the criteria to the letter they would have been given a B rating.
They have all the off-field stuff right - stadium, finances and supporters and this is harder to get right than the on-field stuff. When they get a decent team together, they will be in.

Yeah, they were originally proposed alongside Paris at the start of the SL era, but that would have required the proposed mergers. Basically, had the powers that be gone for the logical choice in 1996 instead of the one that had the most potential and sounded the best in the media, Toulouse could have been in their 15th SL now.

thats what being an expansionist means.
different people have different views as to which offers the best potential for expansion.
