| The forming of the scrum with any players around, in order for the ref to call time off and usually in the dying minutes of the game.
Either : Get the players to request time off to the official and then contest the scrum with those players present, regardless of their field position.
Or : Continue to run the clock down until the players you want to form the scrum / regular pack are present.
It seems unfair that the ref calls time off, only for the pack's make up to radically change using the benefit of players that have strolled back whilst the clock has stopped.
This shouldn't have a massive impact on the game, as most teams at various points in the game, seem to play a back as a 2nd row / loose forward ....

| 1) On the "dragging" rule - I think its a nonsense, imo the only think we need to watch out for is when players pick up the ball carrier and carry him towards touch.
2) When the attacker is held up over the line, that team should get the ball back with another 5 tackles, either by a scrum (as it used to be) or by drop out.
3) Someone mentioned the playoff system, the original 5 team set up was easily the best imo.

| Tries scored from a kick inside the opoosition 30m don't get a conversion attempt.
If you tackle a to$$er player off the ball (Billy Slater, James Graham, Sean O'Loughlin, Johnathan Thurston) -no penalty.
Interchanges same as NRL.
Scrums fed into 'tunnel', even if you feed to your own team.
Benefit of doubt goes to defending team, go back and score properly.
If players (normally Saints players) start crying and waving their arms about at the ref. Straight Red.
No changing of nationalities.

| Also, I'd be a fan of an (optional) restart from where the ball was kicked if it goes dead, to stop people aimlessly hoofing it down field.

| The ball stripping rules are impossible to apply fairly and consistently in their current form, IMO. Especially when a call has to be made in a second or two.
Take the scenario where an attacking player is moving toward your line, away from his own, and you are defending. You rip the ball from him, one-on-one, and the ball comes toward you and away from his line. If he then regathers it, half of the Refs ive seen in recent years have given a knock-on against the original ball carrier, and the other half 'play-on' and six more tackles to him. It's apparently impossible to call, and is it ever right to call it a knock-on anyway? After all he didnt drop it, it was pulled?
A much more simple, easy to call rule is necessary for this i reckon. Preferably one which doesnt discourage ball stealing, which is a skill in itself.

| Quote aspouea="aspouea"In RU the assumption is that a try has NOT been scored. It has to be proved that it was all ok. '"
No it isn't.
The on-field official will consult with the TMO asking a specific question based on what he thinks he has seen. The two most common questions are:
"Is it a try - yes or no?" - used when the referee cannot establish whether the ball has been grounded such as from a rolling maul
"Is there any reason why I cannot award the try?" - if the referee believes a try to have been scored but still has some doubt over an aspect of it, e.g. grounding or obstruction.
To state that the default position is "no try" is way off the mark.

| Quote SmokeyTA="SmokeyTA"Number 3 would remove offloading plays. It would simply stop players promoting the ball and slow the game down and take away a good part of the game.'"
I disagree. My hero - Roy Haggerty - regularly offloaded the ball in the most ridiculous of situations and he played when ball stripping was allowed.
