| FWIW Cas and Saints will go ahead in time for the next set of francises and if the RFL throw anyone out next time it will only be if theres clubs they want ready to come in  |

Saints do appear to be further along the process than Salford, Wakey or Cas. The RFL won't give up on Salford due to the site and the Salford/Manchester conurbation.
If Salford walk away or can't proceed for some reason then the stadium will be built and Stockport (Sale) Sharks Union outfit will play there. There's no way the RFL want that to happen and I suspect neither do the other west pennine SL clubs. If the construction of Salford's stadium has started or at any stage of build by franchise time they will get another licence from 2012.
IMO the two vulnerable clubs are Wakey and Cas. If they can get it sorted with their new places by franchise time then they should be ok too.
