1. I dont really think this is much of a problem is it?
2. the foot over the deadball line is a bit of an annoyance but completely in line with the rules as per everywhere else on the field. I dont think we should introduce inconsistency.
5. This is a criticism i hear often, but i honestly can't agree with it. There are many rules and interpretations we have which are down to the referee's discretion. The referee sets the 10m, the referee decides when a tackle is complete, the referee decides when a player is held, it is simply going to lead to more penalties that players can't avoid if the ref keeps that to himself.
I like the idea of the extra tackle as a punishment, though i fear for a few we could end up with 15 tackle sets. I think it is a good idea though to help clean up the game because a penalty can sometimes seem an egregious punishment for a minor infringement whereas a single tackle doesnt make that much of a difference but so would be used more and would see the game tidied up a bit. Id go a step further and introduce a green card which is a 5 minute sin bin for any head high challenge and any time a team committed two offences in one possession.
obviously get rid of the dumbass refs call, i have no idea how that wasnt laughed out of the room when first suggested. Also let VR's intercede whenever necessary, they are ostensibly trained and competent officials.
I think one thing we should look at aswell, is removing the necessity for the markers to be square. This would allow us to be stricter on the speed of the ruck without turning it in to a scooting game, it would also remove a huge reason why players step off the mark and mitigate the benefit of doing so

| One thing I think about the video ref is that perhaps they should not be able to view play slowed down. The problem is that once they have that ability they view every single element of a try in slow motion. I'd far rather mistakes be made than endless slow-mo replays.
Another change is that I'd introduce a benefit of the doubt system - again I'd far rather see magical play lead to slightly lucky tries (e.g. some vague hint of obstruction somewhere) than have entertaining play rules out for some microscopic breach.
Cleaning up the PTB in SL is a must. It might not have the quality in terms of players as the NRL, but there's absolutely no excuse for allowing something entirely under the control of the RFL leading to the spectacle being diminished.
Not a rule change bu the Academy/dual reg system is a farce. Bring back reserve grade (or at least U23 or similar with a couple of overage players). If a team can't afford it and drops out of SL as result, they don't belong there. Similarly a proper Academy.

| Whilst matches are being reviewed for foul play they could also look out for players trying to milk penalties. You then have a toting up system. Reach so many you get a warning, so many more would result in a ban.

| the one thing i want changing, is the 1 minute allowance for a conversion before the clock is stopped. Players just stand around, talk to the trainer etc. If the clock stopped, then it may not hurry them up, but it wouldnt detract from the playing time

Agree with most of that. I like the last one about allowing markers to be not square. As long as they're still close to the play the ball id be all for that change.
It's probably already been mentioned but I'd also have the ball played with the foot. This should slow the play the ball a bit and hopefully alleviate the need for some of the wrestling.
I'd also change the point at which defences and markers can move up from the point at which the ball is touched by the foot to the point at which the acting half touches the ball. A small change but it should give attacks a bit more time and space.

| There is much (justified) outrage at the attempted milking of penalties - I would suggest that's largely a symptom of the inordinate amount of time defenders are allowed to wrestle the tackled player; cleaning up the ruck could have the added benefit of reducing the need to thrash around, or deliberately trip over a defender in an attempt to demonstrate that you've been impeded.

| I still think we need to find a way of introducing/re-introducing another area of competition in the game. Basically we have one at the moment, the speed of the ruck. Which is why there's been so much focus on it from both attacks and defences.
Another area of compeition would both reduce that focus thereby potentially opening the game up, and giving "lesser" teams more of a chance to compete.

Reminds me of that game (Champ 1?) a year or so ago, where a player went to boot the ball out of play in celebration as the full-time hooter went, the wind caught the ball and blew it back towards his posts without crossing the touchline, the opposition scored and stole the match!

Remove ref call before sending to video ref
Have video ref at all games
Stop backchat
Scooping the ball whilst foot is in touch. This should be classed as head and feed to attacking side or drop out depending on the position

| 1. Referees not to call players by nicknames etc. Use numbers instead.
2. Touch judges to raise flags if the ball goes inside their post and the ref to watch the cross bar...three flags means a score
3. Play the ball with the foot
4. Referees not to tell players when they have to get off and can go forward etc. A simple held call is enough
5. No micing up refs
6. All contact above the shoulders to be penalised
7. Multipliers applied to sendings off for repeat offenders
8. Disciplinary panel to consider club records and patterns as well as individual behaviour
