Like you tb, I can read and have read in the licensing operating procedure that, although toulouse can't apply in the first round of applications cos they haven't been in GF or won NRC, they can apply in second round with super league clubs because they are outside the UK. Its in there!

What you have read is a paragraph in the operational rules which states that the RFL may, in addition to SL and qualifying Championship clubs, invite applications from other clubs overseas.
That rule - despite suggestions by some to the contrary - has always been there. It's not been recently introduced to somehow sneak Toulouse in by the back door.
Toulouse are a Championship club and have to meet the Championship qualifying criteria to submit an application - the section in the operational rules has nothing to do with them and is clearly aimed at clubs outside the current competitions should some mad millionaire suddenly develop an interest (eg Stde Française).
A number of people have read that sentence, gone "Toulouse is overseas", added 2 and 2 together and come up with 768. But they're wrong. The have RFL explicity stated that Toulouse would have to meet the same qualifying criteria as any other Championship Club.
Quote: Toulouse is overseas ""The RFL has confirmed that Toulouse Olympique do need to appear in the 2010 Co-operative Championship Grand Final to earn the right to apply for a Super League licence from the 2012 season onwards.
"Contrary to some reports, the mechanism by which Toulouse can apply for a Super League licence remains unchanged from the position in 2008, when the last round of licensing was completed.
"Should they reach the Grand Final, Toulouse Olympique will also have to address factors that are not relevant to UK-based Championship clubs, including how a second French club can add to Super League."'"

So why don't any of those 40% get out of their armchairs and go and watch Quins then? If they aren't interested in supporting Quins why do you think it would make the slightest bit of difference to viewing figures if Quins were relegated?

Being pedantic one could argue that it is not possible for Widnes to 'add' anything,should their bid for a SL place be succesful.Widnes would then be in a position at the end of next month as the only club with a confirmed 3 year licence with the make up of the rest of the competition 2012-2014 still to be confirmed later in the year.So it would then be a case of other clubs adding something.

Struggles to disagree!
I know it's the RFL but can't see them doing anything else. Guranteed a club will drop Wakey are a heartland club who have been struggling not sure what else they can see happening.
