An old Daily Mirror promotion, you had to find said person in one of the UK's holiday resorts and claim your £5, in reality it helped keep up circulation during factory fortnight when the great british worker buggered off to Blackpool and Scarborough.

Back in 19......... er, well I first heard it in the 1960s though it may be older, the Daily Mirror used to have a guy who was dressed in a funny suit who was sent round to holiday resorts throughout the summer. The Mirror would trumpet where he was appearing every morning and readers, carrying a copy of the paper, would approach him and say `you are (whatever name was used, I`ve forgotten ) and I claim my five pounds, which he then gave them.

As a publicity stunt nwspapers used to send a member of staff onto the streets. If you thought you recognised him, you had to go up to him, name him and he would hand you a sum of money. This is featured in Graham Greene's Brighton Rock.

Back in the 30's 40's 50's and 60's a number of newspapers of the day eg. Daily Herald and Daily Sketch had someone going round seaside resorts carrying a copy of the paper. Usually a silhouette of them appeared in the paper the previous day. Perhaps the most famous of these characters was 'Lobby Lud'
If a holidaymaker carried a copy of the paper and went up to the person and challenged them they could claim a cash amount from them, usually around a fiver.

Will Rugby League take off outside thew M62 corridor?
Not sure really. Why not ask someone from Harlequins or London Skolars.
Get down to Bridgend and see what they think.
Maybe you could canvass opinion in Cumbria.
In fact why not do a tour of the Uk and Ireland to find the answer. Shouldn't be too difficult to get some feedback, what with rugby league being played in every single English county.

| False Positive, I think Rugby League can survive outside of the M62 corridor in Britain.
But what would definitely help is if any club that sets up outside that little area were not subjected to a long, loud and sustained b1tching campaign, criticising every single aspect of it, undermining it at every turn.
