As the OP asked if he would count as a 'quota' player then, presumably they meant the latter in my post, above (i.e. QUOTA OF OVERSEAS PLAYERS).
Just to complete the quoting of the rules, the following definitions apply:

B1:11A
This Clause is subject to Clause B1:11C in Seasons 2008-10. At the time of notification of the Provisional First Team Squad and First Team Squad and at all times, a Club’s First Team Squad, where that Club is in Super League, must consist of:
(a) a maximum of 5 players who satisfy none of the definitions of Club Trained, Federation Trained or are working towards either classification.
(b) a minimum of 8 Club Trained Players or Academy Juniors working towards that classification.
(c) the remainder being made up of Club Trained, Federation Trained Players or Academy Juniors working towards either classification.
B1:11B
The following definitions shall apply to Clause B1:11A above:
(a) ‘Club Trained Player’: a player who has been on the Club’s register for any 3 full Seasons before the end of the Season in which he ceases to be eligible by age to play at Under 21 level. For the 2008 Season only this shall be amended to 1 full Season and for the 2009 Season only this shall be amended to 2 full Seasons. For the avoidance of doubt, where a player satisfies the definition in each of the 2008 and 2009 Seasons and is on the Club’s register in both of those seasons, the Player shall retain the status of ‘Club Trained Player’ in 2010 for so long as he remains on the register of that Club but shall lose such status (unless he satisfies the full definition of 3 years) upon being removed from the Club’s register and shall not regain it simply by returning to the Club’s register. Otherwise, and again for the avoidance of doubt, from the 2010 Season onwards a player must satisfy the requirement to have been on the Club’s register for 3 full Seasons before being ineligible to play at Under 21 level in order to qualify as a ‘Club Trained Player’ and the fact that he may have qualified as a ‘Club Trained Player’ in the 2008 and/or 2009 Seasons shall be irrelevant.
(b) ‘Federation Trained Player’: a player who, for any 3 full Seasons before the end of the Season in which he ceases to be eligible by age to play at Under 21 level has been on one of the Club’s register or the register of another Club being a member of the same rugby league federation. For the avoidance of doubt if a player moves from one Club’s register to another Club’s register and there is a period of no more than 28 days in the Season (as defined) and any amount of the period between the 1 December and the day of the first League Match, Representative Match or Cup Tie (whichever is sooner) between
being removed from one register and being registered with another Club, consecutively shall not be broken for the purposes of this clause.
(c) ‘Academy Junior’: a player who is eligible by age to play at Under 21 level and who is on the Club’s Register.

| I don't know about anyone else but I couldn't be bothered reading any of that.
Basically as I suggested he'll be the same as Martin Gleeson (mark gleeson moved back at 16 and so satisfied the homegrown ruling) in that he isn't overseas at all but he won't be homegrown anywhere.
Failing that the RFL will roll out a dispensation as long as said player declares themself for England

I hope that would be the case if he does come over here. He would only be federation trained if he has spent 3 years under the age of 21 in an English clubs academy.

| While he certainly has not yet developed into the real thing at least a young player taking the full back spot SHOULD give all the English full backs in super league a good kick start and have them up their games to try and oust him.
Competition for places, should be no complacency.

Difficult really want is Mark O Meley and his wife have a son while playing for Hull, they then leave 6 months later, the son live in Austrailia for the next 25 years playing NRL, he them moves to England and signs for SL club, would he count on Quota?
Hard to decide if they count or not on the quota if they here born in the UK or have a Britsig passport as you could have never lived in the Uk and still get a passport through your parents.

Slater will be 27 in a couple of weeks. Hayne is only a year older than Widdop, which was ads7fax's obvious point. And to continue the point, if we don't have Hayne, there's always Dugan and Coote, who are both younger than Widdop.
Coote's try-scoring record and kick-return metres speak for themself. Dugan has already broken into the rep scene and was Man of the Match on debut. And despite going off injured before the 55 minute mark today, he racked up a try, a try-assist, two linebreaks, 14 tackle breaks and ran over 170m.
Hayne deserves to be first choice NSW fullback, but he's got two awesome talents hot on his tail.
