22,000 out of a population of around 250,000 so somewhere around the 8/9% mark. For a reasonably big city and a sport competing with premier league football that is very good imo.

You dont think he is reffering to the Catalan Dragons do you ?
If so then they have a population of just over 7 million according to [iWiki[/i
So an ave of around 7,000 would give a ratio of .1 %
