Im not sure how the overseas quota will work out side of SL1. Take a club like Halifax which can be expected to challenge for the top 4 in the Championship. It could be touch and go whether they make SL2 so how would the rules work for them? 1 Overseas player until the split, if they make it they can bring in more but then what would happen the following season after they dont make it to SL1? Also what if they sign more than 1 overseas player then miss the cut and end up in a division where the allowance could realistically be just 1.
Lots of questions that need answering.

SL1 and SL2 (two leagues of 12), or is it SL and Championship. Then we split into 3 x 8. What do we call them then?
It's a whole bag of worms, and things like overseas quota's are just one of many problems that don't appear to have been worked through yet.

It is sl1 and sl2 with the next league remaining championship 1. The top 8 will remain the top 8 and the middle 8 is called the qualifying 8 - it's all been written down and gone through before.
That said what's going on with the quota is anyone's guess, not just sl2 but sl1 too, quota as a rule was taken out of the operational rules for a while, now it's back, using the home grown and fed trained system is a good solution given the current political and legal climate surrounding the employment of foreign players, but given the changes to the academy structure, and only qualifying 10 academy's, how can the other clubs maintain producing x many home grown players?

| I think you've just confirmed my point!!
We'll start the season with "Super League 1" and "Super League 2", with the 3rd tier remaining as "Championship 1".
Then, we'll move from SL1 and SL2 to become "The Top 8" and "The Qualifying 8"? Not sure what the 3rd 8 will be called?

It's no different from us moving from superleague to the playoffs to the semis to the final now. Except it will be superleague1 to the top 8 to the playoff to the final from next year. We've just renamed some bits.
Of course a document detailing every point wouldn't go a miss, as opposed to having to bring snippets together from here there and everywhere...

I've never once read a document saying it will be Super a League 1 and 2. If you could show me one, I'd appreciate it. As far as I know, SL1 and SL2 are made up conventions of the fans and I've never read it once other than a fans forum.
The only document I've read about the names has the league names confirmed as staying the same, with the 3 groups being called SL Playoffs, SL Qualifying playoffs and Championship Shield. I'll try and find the document.

That's obviously after the split, what are the going to be called when it's two divisions of 12?

| PROPOSALS
5.1.14 From 2015 the Super League (Tier 1) will comprise 12 teams.
5.1.15 From 2015 the Championship (Tier 2) will comprise 12 teams.
5.1.16 Both divisions will play a main league format of 23 matches, with every club playing each other home and away and a Magic event in both leagues.
5.1.17 The Magic event will be staggered to give each division an opportunity to attract significant media attention.
5.1.18 After 23 rounds the season Play Offs will commence with the 24 teams splitting into three groups of 8.
5.1.19 The top 8 will compete in the Super League Play Offs.
5.1.20 The middle 8 will compete in the Super League Qualifying Play Offs.
5.1.21 The third 8 will compete in the Championship Shield.
5.1.22 Each Play Off group will comprise 7 fixtures. In the Super League Play Offs and the Championships Play Offs (i.e. top 8 and third 8 ) the four highest ranked clubs will receive the benefit of four home fixtures.
5.1.23 In the Super League Qualifying Play Offs (the middle 8 ) the four teams who have qualified from the Championship will receive the benefit of 4 home game fixtures.
5.1.24 Thereafter, in the Super League Play Offs and Championships Play Offs (top 8 and third 8 ), two Semi-Finals will be contested with teams as follows; 1 v 4 and 2 v 3, with home advantage being available to the highest ranked side.
5.1.25 From the two semi-finals the Super League Grand Final and Championship Shield Grand Final will be constructed.
5.1.26 In the Super League Qualifying Play Offs no Semi-Finals or Grand Final are envisaged. The first three teams in this ‘mini league’ will qualify for re-admission into the Super League competition for the following year. However, at the end of the Play Offs series, the team ranked fourth will play the team ranked fifth in a one-off game to determine the last Super League place for the following season.
5.1.27 In the top and third 8s, league points will be taken forward into the Play-Offs. Clearly it will not be possible for the middle 8 to carry points forward.
5.1.28 The bottom two clubs from the Championships Play Offs will be relegated to Championship One (Tier 3) for the following season.
5.1.29 The champion club from Tier 3 will be automatically promoted and a second club will be promoted via a Play Off system comprising clubs 2 to 5 in that competition.
5.1.30 The clubs contesting the Super League Play Offs in any season (i.e. the top 8 clubs) will join the Challenge Cup in the Fifth Round in the following season.
5.1.31 The issue of the umbrella branding of the three professional playing leagues should be given additional consideration by the RFL Board following further stakeholder consultation and work with a respected external agency once the structures have been determined.
5.1.32 However the current description of Tiers within the sport is amended to be:
Tier 1 – Super League Competition.
Tier 2 – Championship Competition.
Tier 3 – Championship One Competition.
Tier 4 – Conference Leagues.
Tier 5 – Regional Leagues.
Tier 6 – Merit and other Leagues.

| 2 further questions:
1. Will the Championship still retain the bonus point system? I personally don't think it should.
2. Will we still have DR? I hope not as it could cause no end of problems. We could have 2 "twinned" teams in the middle 8 and players having to constantly check their shirts to see who they are playing for. It would also leave the new system wide open to manipulation.
