You mean like Hull KR qualifying for the play offs using their overseas dispensation and more overseas players than anyone else and as such another member club didnt get the increased visibility, bigger attendances and better players a play-off appearance brings?

Considering we have had one club, in over 90 years make the step up from amateur to semi-pro, and 0 go on to fully pro, we have proved organic growth doesnt work.
Putting them in the championship doesnt really help either, most clubs only get around 1k fans, which is similar to what crusaders got in the lower leagues, it proves nothing, it just makes it more difficult and less attractive to the people who are going to spend their money bring SL to a new area.
The answer is simple, offer SL to anyone who wants it. But give them time to build towards it. If Leicester RU want an SL operation, good. They can have one in 2016, we tell them today the enter the 2016 SL season. They enter the lower leagues with 0 overseas players and a minimum of 5 under 21's in 2012, 7 in 2013, 9 in 2014 and 11 in 2015. They then commit themselves to 10 years in SL and a full Salary Cap spend for all those years, if at any time they fold, the owners must pay £6m to the RFL.
Widnes should have been told last year. And we should be a closed shop, if you are in, you should be in in perpetuity. Get rid of the competitive aspect, you are in or our out on your own merits. We aim to expand the league every three years, and increase the payment from Sky every three years.

They used those 6 players to get promoted out of NL 2 , how do I know this ? , I watched them score the try's against Leigh in 2007

Organic as in putting lots of ' bull ' on something and hoping it grows ? , your right , that has been tried , maybe if we put some money instead it might work

So putting a club in the Championships isn't a good way of trying to produce a Championship club ? , maybe your right , we seem to put clubs in SL and end up with Championship level clubs all the time

Maybe take a ' cash bond ' off them at the start instead , that would prevent them from ' bumping ' their ' holding company ' and paying nothing
