RFL: "OK, we'll expand the semi-pro league"
"No! You're trying to destroy us!"

"The only way expansion can work is to bring clubs in at the bottom of the semi-pro league and let them them work their way up"
RFL: "Right. We'll bring in four expansion clubs into CC1"

As i said earlier , a knee jerk reaction , the one thing I dont understand if they are adding 4 , is why not then run 2 leagues of 12 , I dont understand why the 14/10 split is better ?
I think the Championshp 1 clubs left in would feel less isolated in that scenario

The SL equivilant of what will be Championship 1 in 2013 would be say Huddersfield and Castleford with 8 Quins clubs to play , now ask yourself a question , would both those clubs be able to run financially in that scenario ?

You're assuming that the current summer conference amateur players are going to be the ones to step up, whereas I would assume that would not be the case for most of the above.
Chester would be one of the stronger applicants in terms of immediate playing strength, I'd have thought. The plan is basically Warrington Wizards moving to play at Chester FC, isn't it? Deva Stadium is council-owned & Pat Cluskey, chester FC general manager is former England & Ireland RL manager and had long spells at Leeds & Widnes. They'll be able to pick up stacks of NW based players who don't quite make it at SL level - just like Blackpool did and Swinton do.
Northampton bid is involving the town's football club and the council Sixfields stadium. Oxford I believe is also the town's football team rather than Cavaliers RLC team. Believe I'm correct in saying that Ian Lenaghan & his two sons are the main owners & directors there.

Yes and just imagine the uproar there would be then.
This has disaster written all over it.
Where are all these RL players going to come from to turn these amatuer teams into viable semi pro clubs in non RL areas?

The "detail" also detailed which stadium, who the backer was and which other sports club was involved in it. Of course if you only read "Northanpton Have a stadium available" then that tells us a lot.

The clubs will recruit and develop them.

In the short term, converted local RU players, players with RL history already here, probably some scheme with the local unis, and bringing RL players in.
In the longer term, the likes of Northampton's 11 players (5 SL) currently in pro academies staying at the club rather than moving.
But you would have to see the business plan for the full detail.
