Imagine all you want , they won't make it to SL for 5 years at least and then ' if ' they get there they'll get 7/8 K averages

That is ridiculous. They have already beaten the top Championship side Leigh in the Challenge Cup, and they played Wakefield close for most of the game played at Wakefield. I expect that next year in their quest to win the Middle 8s, they will buy a couple of fiercesome forwards that will make them stronger than the weakest Super League club. Toulouse will be promoted to Super League possibly at the end of 2017, but certainly by the end of 2018. Toulouse is a very serious sporting enterprise, while some of the Super League clubs are not.
The sports mad people of Toulouse --- a city bigger than Leeds --- have been thirsting for an entertainment machine like Toulouse Olympique for years. Once their hometown club locks horns with the English "big boys," the sporting public will come out in droves to support it. There is no reason to think that for the big games Toulouse Olympique won't get at least as many attendees as Leeds Rhinos do, and probably more.

Any mention of them and they're all over it like a rash, E.g. Budgiezilla, Starbug.
They know that a small club from a small town a stones throw from three big SL clubs isn't what SL needs, and Toulouse are a much better prospect for the sport.

SL also needs clubs with ambition, playing in good stadia with decent attendances.
Leigh tick all those boxes.
It isn't just all about developing games out of the heartlands you know.

That's a long way short of the 2nd tier attandance record, 12,424 Hull v New Hunslet, May 1979. We averaged not far shy of 7,000 for all home fixtures (with no games against HKR) in 78/79 and considering you had the likes of Swinton, Whitehaven, Barrow, Workington, Blackpool Borough, Bramley, Doncaster etc it was a fantastic achievement.
Still there have been times when Hull FC had a hard core of less than a thousand coming through the doors in an early 70s match.

A massive step up from where they now are , and having seen the interest in Toulouse for RL , it could take a while , all IMO

Fun facts, Hull had cable TV back then (we got it in 1980), well ahead of most of the country, Rediffusion had brought out 'starview' a mainly films subscription service with kids TV as well and my first introduction as an 11 year old to the lovely Rachel Welsh in 'mother, jugs and speed'
Hull has always being one of the leading areas both in innovation and trialling radio/tv/telephone services.
Back in the early 80s when we were having one of our few spells in our history of actually winning stuff our attendances went from strength to strength 82/83 we had 15x 10,000+ attendances and 14 the following year. Certainly the aggregate and av home attendance records were broken since the two division formation.
Can you imagine now the hordes that used to come through the gates back in the sports heyday of the 30s/40s/50s every week, get your head around a semi final of the challenge cup attracting almost 70,000 fans!
