Someone took there eyes off the ball when the plans were submitted ! WMDC /club/ glover/ sir Rod/ stadium trust ! - Take your pick ! The clue was in this - "the application is a stand alone and is in no way legally tied to the extant outline consent for the site" No one from the clubs side picked up on that, or questioned its meaning in relation to the s106 agreement (afaik). If they had, then things may have panned out differently !

It may have not got built, but I doubt it would've made a jot of difference when it comes to the building of a stadium. If Yorkcourt hadn't managed to pull this fast one I imagine they would've looked to sell on the land with PP and pass on the obligation to another developer.
They never had any intention of building a stadium in my view, I would be intrigued to know how much WMDC knew of this apparent intention. Their threat of legal action against volunteers who are trying to work out what has happened and their refusal to providing information requested via FOI smells rotten to me. Either way there will still be no stadium at the end of it as no one has the money to pay for one.

Whether the developer ever intended to build a stadium is a good point, something which "some people" warned about over 5 years ago !

They will either follow the precedent and chance their arm again or bide their time until the need for a new stadium, at NM or otherwise, goes away.

| Is there some sort of forcefield on the pennines that ensures competent stadium builders and council officials stay out west?
On one side you've Leigh, Saints and Wire with lovely grounds getting built, and on the other you have Bulls, Wakey and Cas struggling to get out of, or otherwise update their dilapidated holes in the face of ineptitude and shysters.

| Nah donny and hull don't disprove the theory at all. Duel purpose stadiums get off the ground by virtue of being just that. Whilst some other smaller partners may play at wire, leigh and saints they aren't duel use like donny and hull. Yorkshire rl teams are crap for various reasons at getting new stadia of late. Now it's sheer bad luck that it hits Yorkshire teams rather than a curse that kicks in somewhere over saddleworth moor, but it's bloody annoying nontheless.

I’ve never understood why Bradford don’t go down the dual purpose route, or is it a can of worms?

Well that question is particularly relevant right now. Bradford city fans seem to feel that the awful fire tragedy ties them to the ground. That's something we can all sympathise with, even if I don't personally agree.
More likely for the bulls would be duel use with bradford park avenue.
