| Surely if he was born in England, then he is English and shouldn't count on the quota.

IIRC, he has to have been registered with a UK club for three consecutive years between the ages of 16 and 21 to be considered a "federation trained" player. The fact he has a UK passport doesn't come into it.'"
Go tell the RFL to change their rules then... Quote from the current (posted on RFL site) operating rules
DEFINITION OF OVERSEAS PLAYER
C1
To prove that you are an EU national requires some evidence, like a passport maybe?

| But I thought that the rules were that players now had to be Federation trained to not count on the Quota, and as BramleyRhino said, he wasn't trained in this country.

There is Section B of the Operating Rules, 'Competitions' (under 'General Competition Rules')

In the following seasons the numbers in B1
And also, again quoted from the Operating Rules, Section C ('Personnel', Issue 8, dated January 2010)...

As the OP asked if he would count as a 'quota' player then, presumably they meant the latter in my post, above (i.e. QUOTA OF OVERSEAS PLAYERS).
Just to complete the quoting of the rules, the following definitions apply
B1

| I don't know about anyone else but I couldn't be bothered reading any of that.
Basically as I suggested he'll be the same as Martin Gleeson (mark gleeson moved back at 16 and so satisfied the homegrown ruling) in that he isn't overseas at all but he won't be homegrown anywhere.
Failing that the RFL will roll out a dispensation as long as said player declares themself for England

I hope that would be the case if he does come over here. He would only be federation trained if he has spent 3 years under the age of 21 in an English clubs academy.

| While he certainly has not yet developed into the real thing at least a young player taking the full back spot SHOULD give all the English full backs in super league a good kick start and have them up their games to try and oust him.
Competition for places, should be no complacency.

Be a lot less work if you pointed out when he wasn't.
Kind of amusing that the two best-known products of the Victorian RL are Jeremy Smith (a kiwi) and Gareth Widdop (English).
