You don't get promoted in the World Cup qualifiers. You "qualify" for a tournament held in a nation (a nation which has to have standards in order to be the host).
And I don't know anything about Tennis. Do they have to play home games, etc.? (geniune question). |

They wont , neither will any existing heartland Championship clubs pull in the sort of investment you are reffering to |

no, the rule is now 40% of turnover up to the present cap limit (although players under 21 are cap exempt). |

Not many till we went all american. Any that do the standards are secondary and they don't make a big deal about it in the press. Incidentally what are the Football Premier leagues standards for promotion.
