You'd want a guarantee of a max SC spend for 6 years to accept a brand new club directly into SL , in Cash , because You could not trust them to stay if things didn't go to plan

Widnes were apparently an unknown quantity, and then there was the disaster of less than a year ago (at the time) of Widnes

3 year plan put forward with the guarantees of a £500,000 bond. None of which was criticized by the RFL in it's report. Only the administration was criticized.

if they had year 6 money ready, they would be better placed spending more in years 1-3

Problem is, if a Paris club failed again - what effect would this have on expansion plans, especially in the media and to potential future investors? The RFL would need sureties, they'd need to make damn sure it was going to work.

why would Paris failure 15 years apart be more embarrassing than the promotion and failure again of widnes within 5 years

i would hope before any club is promoted the RFL are almost certain its going to work
