| No one, it's far too late for any side to recruit the players and coaches required to be competitive although if P & R returns the side promoted won't exactely have much longer to adapt to SL.
13 teams would suffice and no doubt some SL chairman would be happy to have a marginally larger slice of the pie

Im not sure that many would, 1/13th of £1.2m is 92k, 15k fans times £15 a ticket is 225k
Bit of a drop in revenue for some clubs.
But yes, a club should be admitted when it can show it is ready, if thats this year (doubtful!) next year, the year after, whenever.

| If there was a will it would be pretty easy to assemble a competitive team for the first season. You just have to think outside the box. introduce a one off American style "draft". each existing SL club are allowed to exempt say 10 players from their squad all other player are available to be loaned to the new club, subject to keeping within salary cap and no more than 1 player per team. Suddenly the promoted team have 13 SL proven players, add in a few existing players stepping up and some Salford players and you have a team that really should not finish bottom. RFL pay all expenses and players revert to their own club at seasons end.
That buys a year for the new club to organise themselves. With a will it could be done, that scenario is no more ludicrous than the other clubs buying Bradford, which was proposed. That said, it will never happen, they may admit some club who feel they cannot turn it down, but are woefully unprepared and get hammered week in week out.

You are right about admitting a new club, only when they are ready but your maths for the shortfall is a little slanted.
Although Wigan and Leeds would perhaps suffer the largest shortfall (with these clubs attracting most support), however the avarage SL attendance for 2012 was just over 9500 so the overall loss would be less than you are indicating and for the worst supported clubs thare may actually be a benifit in taking 92k , compared with gate receipts for the "cancelled" game.
The main issue, with fixtures already published, would be the imbalance with "The Magic Weekend" and the knock on effects with this and the nice people from Sky and I pressume that the contract that SL have with Sky is based on a cretain number of teams competing ?

| Simple,drop widnes back down to the championship then you have a nice even number,they finished bottom plus never won a grand final in the license period ,wait scratch that they never made a grand final was it 7th they finished the last season in the championship
