Correct.....except for the team sitting 4th in the table averaging 9,311 fans at each home game this year and who will continue to increase the interest in the competition and the sport.
Also, I question your version of not working.
If you mean "they have no fans" then yes, London are a shambles, but if you mean they are a financial drain on the competition, they don't help attract thousands of youngsters to the sport that would otherwise be playing soccer/union, they don't win awards for their community work, they don't give the competition a "national" feel that gives advertisers a warm glow and they will never be competative, then I am afraid you are to be congratulated on your induction to the flatearth society of the M62!
London have never cost a penny more than the other 21 SL teams, with the exception of Bradford and the Wrexham Crusaders, who have cost a lot more....they have never been found to have cheated the competition either...unlike a few other clubs over the years.
The only thing not working with regards to expansion is the RFL. A quick glance at how the Aussies look after the Storm in an AFL heartland will point you in the right direction......they want the game to grow so they INVEST heavily and none of the other clubs complain or whine....they are a unified (to a certain degree) sport.
