Or better still do any clubs have one [ By marketing team I mean 3/4
F/T people and a budget to spend ] , and if they dont should they and should that be part of a licence application ?

| yes and no. In ideal world yes but are cubs going to spend 160k+ on a marketing team? Probably not. Every SL club should have to have an indicative budget imo that shows how much they will spend on marketing, jnr development, 1st team salary, coaching salaries etc. i would be happy to see the RFL set a % expectation on this.

Given the poor relatively speaking attendances at many of our clubs I would have thought that either the RFL demand the clubs do more and have people specificaly at clubs doing this job or they do more themselves

If you actually read the article properly, nowhere does it say that Salford were blaming the French for poor crowds. Merely stating that it's a shame Catalans weren't/won't have many 'away' supporters there to support them. Not blaming them for low attendances.
I think the marketing push from the club, the free tickets in an attempt to get people through the doors and the push for the new stadium knowing that will help us greatly in attracting new supporters and persuading casual supporters to come more often shows that Salford have taken responsibility for crowds at the Willows. And they are growing, albeit slowly.

| we are at a situation where all but 4 clubs are getting decent crowds this season. In theory Wakey and Salford should be able to draw 7,500 avgerages. Quins will always struggle to avg over 5,000 imo and Celtic are too early to tell yet.

Without a local rivalry, I think Quins and Celtic will always struggle for interest.
Catalans have had local rivalry, they just aren't in their league at this moment in time (before anyone points that one out!).
