I think a lot of RL's financial troubles are down to mismanagement of the money and resources available.
However, London is complicated by being in London, which is a hotbed of sports all competing for finite resources and airtime/space with expensive property and limited opportunity. Mind you, the Broncos have not been helped by their owner spending to the cap this year but forgetting to replace the coach. Had he replaced the coach with a coach who could actually coach, the Broncos could have been competitive and that might have drawn some fans back again, which would have helped generate some added income to alleviate all the pressures of just being a minority sport in London.
