I don't think a prop should be captain, it should be a player who is usually on the field the full 80 minutes.
Graham may be the exception as he regularly completed the full 80.

Plenty of VC options that can covered the mid-season Exiles games by Graham for the World Cup
Ellis would naturally attract some votes as he has been a top player in both SL and NRL but I don't see him as a Captain.
