Too late for 2013 now. Go ahead with 13 clubs, invite bids for 2014 in Feb/March time and make a decision as soon as possible ahead of the 2014 season. That's what I'd do anway (if it were to happen).
Fax would be my preference though, only because they're less than half an hour away. |

It is too late for 2013. No club could assemble a team in such a short time, even given the availability of all currently contracted Salford players.
So it must be 2014.
In 2014 there will be one club with a modern 10,000 seat stadium which will be ready and able to challenge the existing clubs of Super League. That club is [sizeToulouse Olympique.[/size

No one, it's far too late for any side to recruit the players and coaches required to be competitive although if P & R returns the side promoted won't exactely have much longer to adapt to SL.
13 teams would suffice and no doubt some SL chairman would be happy to have a marginally larger slice of the pie
