i can understand them trying to stop concussions but i would have thought that introducing skullcaps as compulsory might be a smarter move

I just can't see how this could work. Hold the ball to your chest knowing there is no way to prevent you from passing to supports.

I wonder if part of the problem in yawnion is that they tend to lean head first into the tackle so that they can ensure they have the ball in the right position for the maul?

Yep.
Is there actually a problem with head injuries in the kids game? I don’t have figures or anything but from when I was coaching I didn’t see that many high tackles. Most of the head injuries/knocks I encountered were often from their head hitting the ground or another player whilst being tackled rather than direct contact.

The times where were there were high tackles it simply needs technique and/or attitude correcting by the kids coach.

Agreed, anecdotally I'd say hip-to-head injuries always seem to be the bad ones.

By all means make the game as safe as possible, but where do you draw the line? I think this would be going too far. Contact sport is what it is and if you want to play then you take the risks that come with it. Otherwise you go and play touch rugby.

Many of the law changes aimed at making the game a tv spectacle, in the Super League era, also had the effect of encouraging bigger, impact players. This created a situation akin to NFL where size and intensified for larger collisions. Once upon a time the answer would have been to reduce interchanges to encourage fatigue but with modern prep some of the big lads are doing almost a full game.

I suspect the skull cap protects the outer skull whereas the brain getting rocked inside the skull is the concern.

In RL we tend to tackle the chest stopping the body in its tracks the issue with this type of tackle is that the head continues to motion forward then backwards like whip lash which moves the brain inside the skull. If we tackle around the waist the upper body will continue to move forward with the neck and head with no whip lash effect.

Agreed, head in the wrong position or hitting a knee during the tackle.
If we go for "nothing above the waist", we're almost playing touch and pass.
