Because James Graham can play a full 80 minutes if necessary. George Burgess cannot do that and is more of an impact player off the bench.

On what grounds? He can't kick goals?
He carries the ball up and down the field with consistent results, tackles strong and makes breaks. Cracking front rower. Better than test front rowers Tamou and Scott

Of course some might argue that Jarryd Hayne as a winger is better than either of them.

Wow.
This a serious question now, not just to you but to anyone who rates him highly. What makes Monaghan so good in your eyes?
He scores alot of easy tries in an excellent attacking team, but as I see it he is slow for a winger. His work rate is fairly good but only on par with the other top wingers. He is reasonably strong in the tackle but not in the same league as guys like Briscoe and Hall to name just a couple. His defence is average at best bordering on poor and he makes more than his fair share of errors. As far as I can see the only area he excels is in the air.
He is a good dependable winger who will always offer a threat due to his size. He isn't in the top 5 Superleague wingers, to suggest him for the world team is crazy.

Because Monaghan plays for the team he supports.
