He's explained it a number of times, but those of you too thick to understand need a diagram drawn for you.THE RFL admitted Toronto and the current TV deal declares that P&R remains for the duration. Toronto won Promotion, ergo they are up.

Thank you very much for this. six Superleague clubs did not want the current system especially the ones with the big owners (inc. Lenegan, Moran, Pearson, Davey, Koukash and McManus) so to stop Superleague wrecking it by controlling P & R, an agreement was drawn up that Superleague had to concede whoever won the MPG would go up and whoever came bottom of SL would go down. In short the RFL had the SL votes to force this (7 SL clubs voted for, six against),RFL devised system.
The power base changed however and the RFL quickly lost the votes and as we (well those of us interested and not trolling) can see Superleague have slaughtered the RFL and are set to to change the system for 2022 when the RFL will have no say in the TV deal. That is when Superleague clubs will decide on 10 or 12 clubs, overseas clubs or not.
On France the view of the powerful chairmen is they want to see France bring a French TV deal and develop quality French players in the same way we do here. They said this very openly to Toulouse a few years ago. It is therefore easy to assume if SKY money goes down it could be the end of France never mind the silly American dream.
What confuses this is Eamon McManus publicly came out on behalf of Superleague THIS AUTUMN and announced that Superleague chairmen did not want "a team antipodean and English players owned by an Australian dressed up as an American team" and he said they would prefer Toulouse being promoted instead (THE REALITY MAY WELL HAVE BEEN THAT THEY WOULD HAVE PREFERRED LONDON TO STAY BUT P&R LEGALLY HAD TO HAPPEN.)
The RFL forced SL to abide by the legally binding agreement p&r MUST HAPPEN and the WINNER must go up.
That agreement ends soon and SL will negotiate the new agreement and will decide the number of SL clubs and who they want. French clubs will be bottom of the list and NA clubs will not even be on it - does anyone not see that TWP have not bothered to prepare for Superleague and have signed the same team up again? Some of them significantly signed to the end of the current deal.
But the SBW stunt covers the reality. The American dream is dead come the new TV contract. Does anyone not see why NY and Ottawa just keep getting kicked down the road apart from you Axey?
