That's my reading of it too - their first response was to defend their actions and claim that it's a stupid rule anyway; which indicates that this wasn't some Excel slip-up by the Accounts Apprentice, but a deliberate act.
It does rather make a mockery of the rules, which will bite them when the next breach happens: "It was an admin error and we don't agree with the rule anyway, give us our points back," will now be the standard defence.
