He was questioning the legality of mobdro (which I'd not heard of until Google came to my aid), which seems to be an android app that facilitates streaming of video streams to your phone or tablet.
The Fox offering is good (if you have time to watch all the games, and indeed want to), but the problem in the UK is that (for example) some Premier League games aren't available to watch live in the UK regardless of what TV package you buy. On the other hand, it looks like you can watch any and all games Premier League games in the US (and other countries) live. That's one of the reasons why supporters might turn to illegal streams because there's no way they can pay to watch some games legally.
What always gets me is going on holiday abroad and finding that all the bars are showing every footie game live, and the local newspapers openly advertise boxes (with a relatively cheap subscription), that can get you pretty much any TV station on the planet.
