I remember the days when shoulder contact with the head was an instant red card, was all the rage a season or two ago.
What baffled me about the Westwood incident is that the TJ gave James Child a report of what happened - the mic picked up what he said. He described it as a late hit to the head, and James Child decided that was only worth a yellow.
So if Westwood gets cited by the match review panel, what does that mean? The inconsistency would point to the on field ref and the match review panel using different protocols or something?
They have something in football where if a ref sees a foul and books the player, that player cannot then be hit with a ban for the same incident later on. Presumably for the same reason as above - it would highlight inconsistencies within the governing body.
