1. Referees not to call players by nicknames etc. Use numbers instead.
2. Touch judges to raise flags if the ball goes inside their post and the ref to watch the cross bar...three flags means a score

4. Referees not to tell players when they have to get off and can go forward etc. A simple held call is enough

1 - Legitimate shoulder charge (not head high) allowed
2 - Consistent length of time per 'held' call when players are tackled and held up - all players to release on that call - any slow release, or taking player to ground after call to be penalised
3 - Held call once ball carrying arm hits floor with consistent time allowance for defenders to clear (no 'dominant tackles allowing extra wrestle and hold time) - penalty for slow release

Simply let the referee take action on the field, all matches are then reviewed and if someone is banned and the ref took no action, then that's is a fail for the ref and can be dealt with by the head of refs as part of their performance management protocols (which should be defined and consistent)

I wouldn't be keen on contested scrums, play the balls or strips (other than 1 on 1) - too messy and will deter flair play, as teams will be too focussed on ensuring the ball is completely secure - one handed offloads and flick passes would be gone.

Introduce 5 or 10 minute sin bin for ungentlemanly conduct, milking or gamesmanship!

1) Maximum 2 defenders in the tackle in opponents half.

2) Tackle count re-starts when the ball is carried into opponents half.

To me this would reduce wrestling, reduce the number of kicks near the line (wouldn't want to give 20m re-start away), encourage teams to play from their own half & probably even up possession & territory as most turnovers will result in an attacking set.
