The on field decision doesnt make a difference as to whether it is referred up or not. It is only given after the decision has been taken to refer it up.

We have just seen in the Wigan v Hull game as clear and obvious reason why not only do we need a VR we also need it to be sent up without the try/no try as we could possibly wish for.

Without the VR we incorrectly have a try given to Wigan instead of Hull. I dont care how long it takes, when points are being given to the wrong side, we need to check.
