It depends on what they want. If they actually want to use homegrown Canadian players and really have a go at building RL over there then League 1 is a good place to start as surely a team full of Canadians would just get destroyed every week in the Super League. Whereas if they just want to fill the team with has been Antipodians then I agree they may aswell just put them into Super League.

I have my weaker moments

I think it's fantastic, but would be better starting in Champs. League 1 is really pretty poor in terms of standards on and off the pitch. Take away the central funding and the southern clubs are basically amateur set ups, and not particularly strong ones at that.
