2. More seriously. Sky money is supposed to fund the current year's expenditure. Owners of less well run clubs might be tempted to get their loans to their club repaid to them out of sky money, effectively using sky money to cover past expenditure. Thus Sky money intended to benefit the game goes into the pocket of an individual who might then walk away from the game.

When the SL grant = salary cap then yes I think central contracts paid by Rfl would be a good idea. No chance of salary cap cheating (players couldn't claim they didn't know), guaranteed payment ts for players and all clubs paying full cap which should be a criteria for being in SL into the future.
