From 2015 season onwards, I'd suggest that, for any Club that has suffered an Insolvency Event eg been in Administration, at any time in the past 3 years, the RFL should retain that Club's Sky distribution money and use it to pay the monthly salaries of the Club's first team squad players whose salaries count towards the salary cap. Affected Clubs should have to lodge copies of the relevant contracts with the RFL so the RFL knows how much to pay each month.

When the SL grant = salary cap then yes I think central contracts paid by Rfl would be a good idea. No chance of salary cap cheating (players couldn't claim they didn't know), guaranteed payment ts for players and all clubs paying full cap which should be a criteria for being in SL into the future.
